You login, either using your linkedin account or create a new account, and browse for the job(s) you want to apply for. Answer the attached questions in the informed time frame, and submit the application.

You can also communicate with the employer in the app, ask follow up questions, receive invitations to interviews as well as receiving rejection and asking for feedback on your application.
